A woman who made persistent use of a public telephone communications network to cause annoyance / inconvenience or anxiety, appeared from custody at Carlisle Magistrates Court.
Jennifer Elizabeth Ramsey, 40, of Sybil Street, Carlisle pleaded guilty.
The court was told between Friday 14 and Sunday 16, December, Miss Ramsey made a number of calls to the police 101 service, these were mainly about her “mental health” issues, there were around eight-calls, in some she told the operator she was thinking of “self-harming” herself or worse.
She had been released from a prison sentence in November after a similar offence, on that occasion she made a number of calls to the 999 emergency service the magistrates were told.
The court was told the defendant has mental health problems and that her parents are attempting to get her some more help, but they are fighting the system for the help said her lawyer John Smith, at the moment there is nothing in place.
When Ramsey contacted the police she gets advised to contact her own mental health team and that she should refer to her own mental care plan. After one of her calls [which was described as worrying] police attended her home to find her calm and all right.
The court was informed that it is hoped Ramsey could take part in the restorative justice scheme, when she could meet up with members of the emergency services and find out how her behaviour could cause problems for the services and possible to members of the public.
Magistrates imposed a Community Order for 12-months, in that she will take part in rehabilitation activates days over a 30-day period, she was fined £80 with court costs of £85 and a victims surcharge of £85.
