
Plans for a new Carlisle multi-million-pound entertainment venue will come under the spotlight next week because two people have concerns over its impact on the community.
Permission was granted in April for Stack Carlisle, a container village on the site of the former Her Majesty’s Theatre on part of the Lowther Street Car Park.
Stack, which runs highly successful similar schemes in the North East, announced late last year its ambitious plan to use 50 shipping containers to create the complex which will have five bars, 10 street food outlets, a central plaza with a balcony and stage – all covered by a glass framed roof.
It is hoped it will open next year.
It has applied for a licence for the sale of alcohol, live music, recorded music, film, plays and indoor sporting events. It wants to sell alcohol until 1am Monday to Thursday and Sunday and until 2am on Friday and Saturday.
The application will be discussed by Cumberland Council’s licensing sub-committee on Monday because two representations were made objecting to the licence application.
The objectors were concerned that there will be:
- A disregard of local residents who will be at the forefront of a drinking establishment on a daily basis.
- A drinking establishment that is open seven days a week will lead to an unacceptable increase in anti-social behaviour.
- The hours proposed would be unacceptable next to adjoining residential properties.
- A significant amount of noise and disturbance from users of the facility, delivery vehicles and from amplified music.
- The site is next to schools and a college and also beside a support house.
- There are vulnerable youngsters in an area with increased drug use and gas dealing.
- The proposed access for delivery vehicles will pose a risk to their safety.
Despite mediation in August, and the company behind Stack agreeing to respond to the objectors’ concerns, the people objecting to the application decided that they wanted the licence application to be heard by the sub-committee.
The sub-committee can:
- Grant the licence in the same terms as it was applied for.
- Grant the licence but modify the conditions as appropriate for the promotion of the licensing objectives.
- Grant the licence but modify the hours of licensable activity as appropriate for the promotion of the licensing objectives.
- Reject the application
