Extra consultation for Main Modifications to Eden Local Plan 2014-2032

[A] public consultation is taking place on further main modifications to the Draft Eden Local Plan 2014-2032, a document that once adopted as planning policy will be the blueprint for the future of the District, determining where land is allocated for housing and employment. The public consultation starts on Wednesday 6 December 2017 and runs for seven weeks.

This new round of consultation follows a previous exercise in the summer (July-August 2107), when the public were invited to comment on a small number of policies and supporting text in the Draft Plan. These changes were identified as being required by a Government’s Planning Inspector, before the Draft Plan could be adopted as sound and used to determine planning applications.

The Council has now put forward proposals to address the changes required by the Inspector and after taking into account the consultation responses recently received. The public now has an additional seven weeks to comment on the revisions to the Draft Eden Local Plan.

The suggested revisions to the Draft Eden Local Plan are to the following sections :

  • A Town Plan for Alston
  • A Town Plan for Kirkby Stephen
  • Transport, Accessibility and Rights of Way
  • Housing in the Smaller Villages and Hamlets
  • The Historic Environment

Alongside this, the public are also being invited to comment on an updated Sustainability Appraisal.

All the documents for the consultation are available to be viewed at www.eden.gov.uk/elpconsultation from 9am on 6 December 2017. Alongside these documents, the following background documents are being published for information purposes only:

  • Additional Modifications to the Local Plan (modifications of a minor nature)
  • Revised Allocation Maps – Penrith, Alston, Kirkby Stephen, Greystoke and Stainton only
  • Kirkby Stephen Background Paper
  • Penrith Background Paper

These documents will also be made available at the Council Offices as well as at the following Local Links and Libraries across the district:

  • Alston Local Link
  • Appleby Library
  • Kirkby Stephen Local Link
  • Lazonby Co-op (Library Link)
  • Penrith Library
  • Shap Library Link

People wishing to take part in the consultation should do this in writing using the official form available from the Council’s website www.eden.gov.uk/elpconsultation Alternatively, paper copies will be available at the locations listed above or you can contact the Council’s Planning Policy team to request a form be sent to you by post.

Please note that at this stage of the Examination process, comments can only be made in respect of the Proposed Further Main Modifications on the Plan’s soundness or legal compliance; this is not an opportunity to make or re-state previous comments on other aspects or contents of the Plan and any such comments will not be read by the Inspector.

All comments must be received in writing by 9am on Wednesday 24 January 2018 and will be submitted to the Local Plan Inspector appointed by the Secretary of State. It is anticipated that the Inspector will finalise his report in early 2018. This would allow the Council to consider his report and, subject to his recommendations, move towards legally adopting the Local Plan next year.
