Police are investigating ongoing harassment and public order offences near Carlisle.
The incidents have happened over a long period of time and the latest was on May 18 on Wetheral Viaduct Bridge.
Officers are appealing for anyone who may have seen individuals throwing bottles and stones off the bridge, hitting properties below, to come forward.
