BT has been fined £5,000 after workers left trails of cables on a Kirkby Stephen street.
Westmorland & Furness Council prosecuted the company and the case was heard at Carlisle Magistrates Court.
The communications firm admitted the unsafe work on South Street on October 9 last year.
Following an inspection by a compliance officer from the authority, the site was deemed unsafe due to the absence of proper signs, lighting, guarding, and traffic management.
The operatives were instructed to leave the site immediately.
The firm was fined £5,000, with £2,500 costs and a £2,000 surcharge.
