New trustees for Carlisle’s Tullie museum

New trustees

Six new trustees have been appointed at Carlisle’s Tullie museum.

The museum is operated by a charitable trust.

The new trustees are Lord Inglewood, Lisa Middleton, Joanne Orr, Malcolm Rogers, Helen Smout and John Stevenson.

Andrew Smith CVO, chair of the board of trustees, said: “I am delighted with the calibre and range of skills and experience that our new trustees bring.

“They will add extra dynamism, help to make Tullie future-fit and create a wider regional and national presence.”

Andrew Mackay, director, added: “Since its inception in 2011, Tullie has had a strong, highly effective and ambitious board of trustees.

“The new cohort strengthens this and prepares the organisation for its next stage of transformation.

“That we have recruited such a strong team is testament to Tullie’s role as a major museum.”

Lord Inglewood has extensive experience across public service, governance and the cultural sector.

He has been a member of the House of Lords since 1989 and previously served as a minister in the Department of National Heritage. His parliamentary career includes roles as Government Deputy Chief Whip and Chair of Select Committees, providing him with deep insight into public policy, regulation and governance.

Richard has held a number of prominent positions in the arts and heritage sector, including chair of the reviewing committee on the export of works of art and President of the British Art Market Federation. He is currently president of Historic Buildings & Places.

Born in Carlisle, Richard has deep connections to the region and continues to play an active role locally, including as Vice Lord-Lieutenant. He brings extensive board and committee experience, alongside a strong track record in fundraising and supporting heritage organisations.

Lisa is head of marketing, communications and digital at National Museums Liverpool, where she leads audience-focused activity across seven museums and galleries.

With over a decade of experience at National Museums Liverpool, she has led high-profile campaigns across exhibitions, fundraising, retail, events and education, as well as contributing to innovative initiatives such as dementia awareness programmes. Lisa is a former Trustee of FACT Liverpool.

Joanne brings over 35 years’ experience in senior leadership roles across museums, heritage, the arts and tourism in the UK and internationally.

She previously served as museum and arts director at Tullie and later as chief executive of Museums Galleries Scotland, where she led the organisation’s transition into a national development body and oversaw the creation of a sector wide strategy.

Her international experience includes serving as deputy CEO at Royal BC Museum in Canada, where she led significant organisational development and secured major funding. Joanne has extensive expertise in finance, marketing and fundraising, and has held influential board roles, including chair of UNESCO Scotland and membership of the UK National Commission for UNESCO.

She now runs her own consultancy specialising in international museum work and intangible cultural heritage and is completing a PhD exploring culture and sustainable development.

Malcolm brings significant financial and governance expertise, developed through a senior career in banking and finance specialising in credit risk management.

Since retiring from full-time employment, Malcolm has built a substantial portfolio of non-executive and trustee roles across sectors including health, social housing, education and voluntary sectors.

He has frequently chaired finance and audit committees and brings a strong understanding of risk, compliance and financial sustainability.

A local resident with a long-standing interest in Carlisle and Cumbria, Malcolm has studied historical geography at degree level and maintains a keen interest in British history and heritage.

Helen is chief executive of Culture Perth and Kinross and has an established track record of transformational leadership across the cultural and public sectors.

Since 2016, she has led Culture Perth and Kinross, delivering major capital projects including the recent opening of Perth Museum and the redevelopment of Perth Art Gallery.

Her leadership has played a key role in the cultural regeneration of Perth, with the new museum already driving significant increases in visitor numbers and achieving national recognition, including being shortlisted for Museum of the Year.

Helen has extensive experience in delivering ambitious projects within historic buildings and managing change within tight financial constraints.

With a background in stage management and youth education, Helen brings a broad cultural perspective grounded in audience experience.

She knows Tullie well through regular visits and family connections in the area and is particularly interested in the parallels between Perth and Carlisle in terms of place, audiences and opportunity.

John is managing partner at Bendles LLP and served as Carlisle MP from 2010 to 2024.

His parliamentary career included serving on and chairing Select Committees and contributing to work on local government, constitutional affairs and House of Lords reform.

He was also a member of the House of Commons Standards Committee and held senior roles within the 1922 Committee and the Northern Research Group.

The total number of trustees is 15 and the new recruits join Andrew, deputy chair Caroline Thomson, Marcia Fotheringham, Rebecca Foy, Colin Glover, Phil Callaghan, Valerie Young, Susanne Parry and Jill Fenwick.
