Police carried out a stop and search on a vehicle at approximately 12:57pm on the 19th February at Southwaite Services, Carlisle.
Approximately £40,000 worth of heroin was recovered.
Leroy Allen, 21, from no fixed addressed was charged with possession of a Class A drug with intent to supply and is remanded in custody and due to appear at Carlisle Crown Court on 25th March 2019.
A 40-year-old man from Liverpool was arrested on suspicion of intent to supply a Class A drug and child neglect and released under investigation.
A 37-year-old woman from Liverpool was arrested on suspicion of intent to supply a Class A drug and child neglect and released under investigation.
