Police are appealing for witnesses to an incident on Botchergate, Carlisle, on 6th May at 3pm.
A man and a woman were reported to be pushing each other into the road and swinging around a luggage case.
A Cumbria Police spokesman said: “The pair were described as being white and in their early 20s.
“The man was wearing blue, red and white sportswear with shorts, trainers and a cap.
“The woman was wearing a white t-shirt, faded blue denim jeans and had reddish brown curly hair, which was tied back.”
