Cumberland Council backs energy efficiency scheme for low-income households

Cumberland Council has agreed to support a government scheme that mandates energy suppliers to install energy-saving measures in low-income and vulnerable households.

Energy Company Obligation 4 aims to reduce carbon emissions and address fuel poverty – and under the scheme, energy suppliers can allocate up to 50 per cent of their affordable warmth funding to install energy-efficient measures in households identified as eligible by local authorities.

The decision to support the ECO4 scheme was reached today, where councillors endorsed the recommendations.

These recommendations include approving and adopting the ECO Statement of Intent, delegating authority to relevant departments for adjustments if needed, and implementing an administration fee of £100 for ECO4 installers per assessed address.

The ECO4 scheme builds upon previous versions, and aims to allow local authorities greater flexibility in targeting households most in need.

Cumberland Council’s involvement marks a step towards leveraging government funding to improve energy efficiency in both owner-occupied and privately rented properties.

In addition to benefiting residents, the scheme aims to foster partnerships with energy suppliers and installation companies, facilitating the delivery of energy-saving measures to Cumberland households.

The administration fee imposed on ECO4 installers will also contribute to covering operational expenses and promoting the scheme across the region.

With the council’s endorsement secured, Cumberland Council is poised to advance the ECO4 Flex scheme, ensuring that more households can access funded energy efficiency improvements.

Councillor Emma Williamson, Cumberland Council executive member for children’s, family wellbeing, and housing, said: “By participating in the ECO4 scheme, we are not only addressing fuel poverty but also taking significant strides towards a more sustainable future. This initiative aligns with our commitment to support vulnerable members of our community and reduce carbon emissions.

“The decision underscores our dedication to creating a more equitable and environmentally responsible community. Through targeted interventions and collaborative partnerships with energy suppliers, we aim to improve the lives of our residents while contributing to broader sustainability goals.”
