
As part of Safer Business Week, Cumbria police’s Allerdale Neighbourhood Policing Team is highlighting criminal behaviour orders secured so far this year targeting retail crime.
Criminal behaviours orders are used to place restrictions on individuals to prevent further criminality.
They are issued in conjunction with a sentence and are prohibitions to stop criminal and anti-social behaviour.
The order will either ban the offender from doing anything, or require them to do anything, as described in the order.
Inspector Pete Aiston, of Allerdale Neighbourhood Policing Team, said: “We work with our partners to provide evidence to the courts to grant the orders which help protect business owners and local residents from individuals’ persistent criminal behaviours.
“Our dedicated community beat officers continue to target criminality in the town centre with regular patrols and by engaging with local businesses.
“This is also supported by Operation Enhance, in which funding was secured by the Cumbria’s Police, Fire and Crime Commissioner to further target anti-social behaviour in Workington town centre which was identified as a hotspot area.”
“Breaching the order is a criminal offence, which can lead to a prison sentence. I would encourage anyone who witnesses the terms of such a court order being breached to contact us.
“The punishment for breaking the terms of a criminal behaviour order can be up to five years in prison.”
Cumbria’s Police, Fire and Crime Commissioner David Allen said: “Nationally, shoplifting is at an all time high since 2003 so it’s imperative that we target those who are causing retail crime and ensuring that they face the consequences of their actions.
“Retail crime is not a victimless crime – it affects businesses from national chains to independents and can force shops to close due to their losses. It’s absolutely unacceptable and will not be tolerated in Cumbria.”

Louise Bowman
Bowman, 36, of Greengarth, Great Clifton had an order issued in January, which remains in place until 2026. She is banned from:
- Entering any property or premises that are members of the Workington Shopwatch or who display the Shopwatch sign at any time
- Entering Spar Workington
- Entering Dunmail Park, Workington
- Entering Aldi Workington
- Entering HMV Workington
- Entering Marks & Spencer Workington
- Entering Iceland Workington
- Entering Boots Workington
- Entering Home Bargains Workington
Diane Rawlinson
Rawlinson, 41, of Mitchell Avenue, Northside, had an order secured in March and it remains in place until March 2026.
The order bans her from:
- Entering any property or premises that are members of the Workington Schemelink scheme or who display the Schemelink sign at any time.
- Entering Asda in Workington
- Entering Marks and Spencer, Workington
- Entering Morrisons, Workington
- Entering One Stop Shop, Seaton
- Entering Seaton Service Station, Seaton, Workington
Marc McIvor
McIvor, 36, of Hilary Close, Workington had an order issued in February, which remains in place until 2026.
He must not:
- Enter any shops or premises that are members of the Workington Shopwatch or who display the Shopwatch sign at any time.
- Enter Morrison, Workington
- Enter any Asda store, Workington
- Enter B&Q, Workington
- Enter Sainsbury’s, Cockermouth
- Enter Derwent Drive, Derwent Howe Industrial Estate, Workington
Mark Little
Little, 29, of no fixed address, had a 12-year criminal behaviour order secured in March, which remains in place until 2036.
The order bans him from:
- Entering any shops or premises that are members of the Workington Schemelink or who display the schemelink sign.
- Entering any shops or premises that are members of the Maryport Schemelink or who display the schemelink sign.
- Entering Marks and Spencer, Workington
- Entering Aldi, Workington
- Entering Spar in Workington and Maryport
- Entering Herons Foods, Maryport
- Entering Morrisons Daily, Harrington Road, Workington
- Entering B&M Bargains, Maryport
Raymond Smith
Smith, 28, of no fixed address, had a criminal behaviour order secured in March, which remains in place until 2026.
The order prohibits smith from:
- Entering any property or premises that are members of the Workington Schemelink scheme, or who display the Schemelink sign at any time.
- Entering Tesco, Newbridge Road, Workington
- Entering McColls, Harrington Road, Workington
- Entering Asda, Dunmail Park, Workington
He must also not approach any person requesting money from them in the areas of:
- Finkle Street, Workington
- Tesco, New Bridge Road, Workington
- Pow Street, Workington
- Murray Road, Workington
Nicky Hewitson
Hewitson, 37, of Roper Street, Workington, had an order secured in May which remains in place until 2026.
He must not:
- Enter any property or premises that are members of the Workington Schemelink scheme or who display the Schemelink sign at any time (list below)
- Not enter any Co-op in Cumbria.
- Not enter the Wave Centre, Irish Street, Maryport
- Not enter the boundaries of any educational premises which include schools, colleges or any further educational premises.
- Not enter a property on Senhouse Street, Maryport at any time whether open or closed
- Not to be in the company of named individuals in Maryport town centre between the hours of 9pm and 7am.
- Not enter Whinlatter Gardens, Workington
- Not enter Scawfell Avenue, Workington
- Not enter Clifton Court, Workington
- Not enter Devonshire Street, Workington
Lawrence Wilson
Wilson, 36, of Ennerdale Road, Maryport, had his order extended in June, which remains in place until 2026.
He must not:
- Enter any of the shops on the Whitehaven and Workington Shopwatch or any shops displaying the Whitehaven and Workington Shopwatch logo.
- Banned from entering Spar on Main Road, Henisingham, Heron Food in Maryport, B and M in Maryport, Tesco Express in Maryport and Home Bargains on Derwent Howe Industrial Estate Workington.
Nicolas Meekley
Meekley, 43, of Pearl Road, Salterbeck, had an order secured in August, which remains in place until 2026.
He must not:
- Enter any shops or premises that are members of the Workington Schemelink or who display the Schemelink sign at any time.
- Enter any Asda, Workington
- Enter Halfords, Workington
- Enter B&Q, Workington
- Enter any Spar, Workington
- Enter Aldi, Workington
- Enter Dunmail Park, Workington
- Enter McColls (now Morrison daily) Church Road, Workington
John Burgess
Burgess, 40, of no fixed address, had an order secured against him in July, which remains in place until 2026.
He must not:
- Enter any shops or premises that are members of the Workington Schemelink or who display the Schemelink sign at any time.
- Enter any shops or premises that are members of the Carlisle Shop Safe or who display the Shop Safe sign at any time.

Pickering, 53, of Eaglesfield, was handed an order last month, September, which remains in place until 2026.
He must not:

- Enter any Iceland Store, Workington

Other criminal behaviour orders
- Kimberly Bennewith, 36, of no fixed address, had an order secured in June which remains in place until 2027.
- Colin Orr, 54, of Blackburn Street, Workington, had a criminal behaviour order secured in July for which remains in place until 2026.
17-year-old banned from touching motor vehicles

The 17-year-old, of Workington, must not:
- Touch or enter a motor vehicle/mechanically propelled vehicle that belongs to another unless a passenger or has the express permission of the owner or the person lawfully in charge of the vehicle.
