Twenty-eight steaks, six bags of washing tablets, two bottles of whisky and a bottle of vodka were taken from a Penrith town centre store.
Eden police said officers attended the incident after workers at Home Bargains alerted them via the Shopwatch radio.
It is estimated the items were worth a total of £500.
The officers located a man walking towards the train station and have arrested him in connection with the theft.
