
Plans for 180 new homes in Carlisle are set to be approved next week.
Northern Trust Land and Jennifer Workman have applied for planning permission from Cumberland Council for the new development on land at Garlands Road and Cumwhinton Road, north of Speckled Wood.
The 7.52 hectare site, known locally as Bob Bell’s Field, is near Creighton Rugby Club and lies within the area designated as St Cuthbert’s Garden Village.
Four letters of objection have been sent to the council, with people concerned about an increase in traffic, flooding and concerns it would be an overdevelopment.
Cumberland Council’s planning committee will discuss the application on Wednesday.
Officers have recommended that the proposal is approved, subject to the following conditions:
- Provision of a minimum of 20 per cent of the dwellings as affordable – half of which for social or affordable rent and half of which for discounted sale
- A financial contribution of £10,000 per dwelling in the light of the St Cuthbert’s Garden Village Infrastructure Delivery Plan
- Maintenance of the open space within the site by the developer including the long-term management and arrangements to transfer management/maintenance to stewardship body
- A financial contribution of £9,000 for a traffic regulation order for a speed limit order, its publication and implementation including all ancillary work
- A financial contribution of £6,600 for the monitoring of the travel plan
- A financial contribution towards the provision of 0.12 hectares of food
- Growing/allotment space off the site, amount to be agreed
Access to the estate for traffic would be from Cumwhinton Road with a secondary vehicular access point from Garlands Road.
A number of pedestrian access points into the site are also proposed, one from Cumwhinton Road and one from the Garlands Road. Footpaths are also to be located either side of the vehicular access points.
