Police are investigating a report of erratic driving in Penrith.
The incident is said to have taken place just after 8pm on April 30 on Oak Road.
A silver Ford Focus was stopped and the driver, a young male, ran away from the vehicle. The vehicle had no insurance, tax or MOT.
Officers are keen to speak to the person pictured or anyone who witnessed them or the car in the Penrith area on the evening of April 30.
