
More than £5,000-worth of fines for anti-social behaviour, fly-tipping and harassment have been issued.
The Carlisle City Council prosecutions have taken place after previously being put on hold as court cases were delayed during the coronavirus lockdown.
The following cases have been held at Carlisle Magistrates Court:
- A man from Borland Avenue has been fined a total of £600 for five breaches of a community protection notice that was served on him in September 2020, which advised him not to engage, or threaten to engage, in conduct capable of causing harassment, alarm or distress or intimidating behaviour in a public place or in any place to which the public has access. He also has to pay costs of £150 with a £60 victim surcharge. The prosecution was brought after he failed to pay a fixed penalty notice that was issued to him following the breaching the Community Protection Notice that was issued following reports of anti-social behaviour. Total £810 fine and costs.
- A man from Bower Street was fined £220 with a £34 victim surcharge after being found guilty of breaching a community protection notice that had been served on him on September which advised him not to engage, or threaten to engage, in conduct capable of causing harassment, alarm or distress or intimidating behaviour in a public place or in any place to which the public has access. The prosecution was brought after he failed to pay a fixed penalty notice that was issued to him following breaching the Community Protection Notice that was issued following reports of Anti-Social Behaviour. Total £254 fine and costs.
- A man from Borland Avenue was fined £220 with a £34 victim surcharge after being found guilty of breaching a community protection notice that had been served on him in September which advised him not to engage, or threaten to engage, in conduct capable of causing harassment, alarm or distress or intimidating behaviour in a public place or in any place to which the public has access, The prosecution was brought after he failed to pay a fixed penalty notice that was issued to him following breaching the Community Protection Notice that was issued following reports of Anti-Social Behaviour. Total £254 fine and costs.
- A Brampton woman was fined £660, with £150 costs and £66 victim surcharge after being found guilty of breaching a community protection notice that had been served on her for failing to store and present her waste in the receptacles she was provided with, despite a number of attempts to engage and work with the resident she continued to breach the notice. A fixed penalty notice was served but remained unpaid, therefore action was taken in the Magistrates Court. Total £876 fine and costs.
- A man from Threlkeld, near Keswick, has been fined £220, with £317.50 costs and £34 costs after dropping litter on Denton Street. The man was issued a £100 fixed penalty for the offence after enforcement officers witnessed him dropping a cigarette. He did not pay, and the matter was heard in the magistrates court with the above sanction being given. Total £571.50 fine and costs.
- For failing to attend an interview under caution has seen a Great Orton woman fined £660, with £374.16 costs and a £66 victim surcharge. As part of the council’s investigation into a flytipping incident on the Carlisle to Great Orton road the woman was served a notice to attend an interview to assist officers with their investigation, the woman failed to do so and was found guilty of the offence by the court. Total £1100.16 fine and costs.
- A Carlisle man was found guilty of littering and has been fined £220, plus £312.70 court costs and a £34 victim surcharge. The man was approached by enforcement officers in December 2020 on the Old Raffles Parade area who witnessed him smoking a cigarette and dropping it, he was issued with a £100 fixed penalty but failed to pay it. Total £566.70 fine and costs.
- A Carlisle man who failed to turn up for a PACE interview was fined £101, with £200 costs and a £32 victim surcharge. As part of the council’s investigation into a fly-tipping investigation that occurred at the recycling site at Sainsbury’s, Caldewgate, he was served a notice to attend an interview to assist officers with their investigation but he failed to do so and was found guilty by the courts. Total £333 fine and costs.
- A Carlisle woman has faced a fine of £220 with £200 costs and a victim surcharge of £30 for failing to attend a PACE interview. As part of the council’s investigation into a fly-tipping investigation that occurred on Brunswick Street, she was served a notice to attend an interview to assist officers with their investigation but she failed to do so and was found guilty by the courts. Total £450 fine and costs.

“We all want to keep Carlisle clean and live within a safe environment.”
