Penrith went down 1-0 at West Allotment Celtic in what was a repeat of several away performances during the season.
The Bonnyblues dominated the first-half but could not put away the chances they created.
Manager Darren Edmondson said: “We created three really good opportunities, two of them one on ones with the keper and the other a great pull-back from the by-line which should have been finished.
“But that has been the story of our season in many ways, particularly the away games and I have to give credit to the opposition they got their goal in the second half and defended it well.
“We had to make changes again, with some youngsters coming in, but that’s not an excuse.
“Carlisle City have had a good season again and it’s going to be a big game tomorrow. We should have some experienced players back and it will be all about taking pride in our performance against local rivals.”
A goal from Cyril Giraud on the hour decided the game in West Allotment’s favour on Saturday.
