An CCTV camera using artificial intelligence will be installed in a littering hotspot in Carlisle.
Cumberland Council is launching a trial with the new camera to detect number plates and capture evidence of waste being thrown from vehicles.
The authority said the information would help it identify and contact those responsible.
Its location has not been revealed and cameras will also be installed at other locations as part of the pilot.
If the trial scheme is successful, it added, the council would consider rolling it out to other littering hotspots across north and West Cumbria.
Under the scheme, any driver caught littering will receive a £150 civil penalty notice, Failure to pay the fine may result in further costs being incurred.
In addition to littering, the cameras also have the capability to detect other environmental offences, including dog fouling and fly-tipping.
