Over 20,000 parking fines handed out in north and West Cumbria

Over 20,000 parking fines were issued in north and West Cumbria during 2024/25 – with a Lake District road seeing drivers fined the most.

Cumberland Council’s highways and transport strategic board are due to meet at Carlisle’s Civic Centre next Thursday and will consider the authority’s annual parking services report.

The council has responsibility for civil parking enforcement.

Its staff issued 18,963 on-street penalty charge notices and 3,522 penalty charge notices in car parks for 2024/2025.

It was a drop on the previous period of 2023/2024, which saw 23,402 on-street and 3,908 car park penalty charge notices issued.

During 2024/2025, the service issued 11,973 resident parking permits.

The report said: “Each local authority has a duty to supply figures to various government departments on different types of enforcement and where PCNs were issued.

“The Department for Transport requires a breakdown of on and off-street PCNs issued by each authority.”

  • Borrowdale Road, Keswick: 285
  • Lowther Street, Whitehaven: 267
  • Gray Street, Workington: 238
  • Murray Road, Workington: 233
  • Crosby Street, Carlisle: 231
  • Market Place, Whitehaven: 229
  • Lowther Street, Carlisle: 229
  • Lakeside Car Park, Keswick: 226
  • Main Street, Egremont: 224
  • B5289 Lorton to Keswick: 220
  • C4018, Wasdale: 220
  • Upton Street, Workington: 216
  • Central Car Park, Keswick: 204

The top 10 parking contraventions were:

  • Disc without clearly display: 8,953
  • Parked in a restricted street: 4,565
  • Parked without clear display: 2,583
  • Loading in a restricted street: 1,419
  • Parked in a loading place: 794
  • Wrong class of vehicle: 855
  • Disabled person’s parking: 534
  • Parked in a permit space: 460
  • Dropped footway parking: 304
  • Taxi rank: 226
