Two council customer services centres will relocate to libraries in their towns.
Cumberland Council said the move in Wigton and Keswick was part of its commitment to “modern, resident-focused services”.
In Wigton, the authority’s customer services are currently based at the Market Hall. Staff will move into the council-run library on High Street from April 1.
The Market Hall is independently operated by North Allerdale Development Trust.
In Keswick, customer services have already moved from the town hall on Main Street into Keswick Library on Heads Lane.
The council said the changes were put into action following feedback from residents and local organisations.
It added that more face-to-face support will be available, with the option to move to an appointment system in the future.
Last summer, more than 1,800 people shared their views on how they use Cumberland’s libraries and what they want from them in future.
More information about the Libraries Fit for the Future engagement outcomes and next steps will be published in the spring, the authority said.
